Summary​

I can build a Grand Abbey on a water tile

Expected Result​

Seems like I ought not to be able to build a Grand Abbey on a water tile.

Actual Result​

But I can build a Grand Abbey on a water tile. True for both an in-land lake and for a water tile on the coast.

Steps to reproduce​

For a Castle that includes water tiles in the ring, I can select a water tile with no improvements, > Civic, > Grand Abbey.

Thats kinda funny, I thought about trying the same thing today and it worked so I came to see if it had been reported yet.
