PREVENTION OF ELECTRICAL RISK

The standard NF C18-510 establishes the requirements for the safety of persons regarding electrical hazards when performing electrical or non-electrical operations on FACILITIES or INSTALLATIONS of any voltage up to 500 kV AC or DC.

FACILITIES include any electrical equipment used for the production, transformation and distribution of electrical energy.

INSTALLATIONS include all electrical equipment for the use of electrical energy.

In particular, operations involving:

• Non-live working for LOCK-OUT and its sequential operations:

Operation 1: disconnection of the installation from power sources

Operation 2: locking switchgear in the open position (immobilisation and signalling)

Operation 3: identification of the affected part of the installation

Operation 4: voltage check

Operation 5: earthing and short-circuiting.

• Work in the vicinity, alone or in a team.

• Live working: contact with bare live parts.

SERECT creates data sheets (DS) for each type of equipment and tool, as well as hardware and products specially designed for carrying out live work on structures, more commonly known as “Live working tools”. The data sheets specify the Characteristic and conditions of use. They also specify, where necessary, the conditions for the preservation, maintenance, transport and inspection of tools.

Each data sheet is approved by the Live Working Committee. Live working tools must be used and maintained in compliance with the rules of the Conditions for the Execution of Work (CET).

Data sheets (DS) must be made available to workers at the same time as the tools.

The NF C 18-510 standard (Article 8) stipulates that live work on INSTALLATIONS must be covered by specific standards dealing with operating procedures, work equipment, personal protection equipment and work clothing appropriate for the risks, the conditions and Characteristic of the work to be performed. Tools and equipment suitable for live working are marked ( CEI 60417-5216) and indicate the maximum operating voltage.

At low voltage, class 00 corresponds to a maximum of 500 V AC, while class 0 corresponds to a maximum of 1000 V AC and 1500 V DC

GENERAL:

Insulated and insulating hand tools are used for live working and work near live parts, with voltage ratings up to 1000V AC and 1500V DC

They shall comply with the international standard EN IEC 60900

IThey are identified by the mark: 1000V EN IEC 60900 awith the name of the manufacturer (DERANCOURT), the tool reference and the year of manufacture.

Insulated hand tools are classified into three categories:

INSULATED HAND TOOLS:

Hand tools made of conductive material(s) fully or partially covered by insulating materiel.

Insulated tools can only have one working head. They protect the user from electric shocks.

Fully Insulated tools covered with insulating materials with the exception of conductive parts on the working surface reduce the risk of short circuiting between two parts at different potentials.

INSULATING HAND TOOLS:

Hand tools mdee totally or essentially from insulating material(s) except for inserts made from conductive materials used for reinforcement, but with no exposed conductive point.

INSULATING tools can have several working heads. They protect the user from electric shocks and minimize the risk of short circuiting between two parts at different potentials.

HYBRID HAND TOOLS:

Hand tools made from insulating material(s) with exposed conductive parts at the working head (e-g: cutting edges) (some non exposed conductive part can be used for reinforcement).

HYBRID tools can have several working heads. They protect the user against electric shocks and reduce the risk of short circuiting between two parts at different potentials

The coatings of DERANCOURT Insulated tools have two layers:

• 1 rigid internal layer, white or red and highly dielectric

• 1 soft orange or red outer layer, protecting the inner layer from impacts and improving comfort during use.

The finger stops of the pliers are made from an elastomer material to reduce the effects of impacts and preserving the insulating coating

DERANCOURT Insulated tools such as ratchet wrenches, sockets and screwdrivers are made with a single layer but from a harder material in order to comply with the thicknesses specified by the standard..

However an outer layer of material with a “softer» feel is applied on the handle to improve comfort and ergonomics.

Similarly, all DERANCOURT Insulating and Hybrid pliers have dual-material handles

Characteristic of tools using square drives

Tools such as ratchet wrenches, sockets and extension bar should be assembled using square drive with ball and spring device or by a mechanical locking device (socket lock).

The insulating coating is applied in such a way that if any part are disassembled during use, no live conductive part can be inadvertently touched.

Only tools fitted with a mechanical locking device are identified as being interchangeable between different manufacturers and are marked as such:

Thermal stability:

Insulated, hybrid and insulating tools are designed to be used between -20° C and + 70° C. (standard)

Regarding use at -40° C, the C mark indicates that the tool has been designed for this purpose. (on request)

Hybird, insulating and Insulated hand tools shall satisfy the tests of IEC EN 60900 standard:

Dimensional control

To: check the dimensional specified by the standard.

Impact tests: ambient and cold temperature test after 2hr conditioning at -25°C

To: reproduce the energy of a impact corresponding to the tool falling from a set height.

Dielectric test: after condit 24hr into water (or 48h into climatic chamber 95% RH)

A 10 kv dielectric routine test is performed on 100% of Insulated tools

To: check the dielectric at 10 kV for use at 1000 V ac - 1500 V cc (max). Test carried out after the shock test (check of leakage current)

Penetration test: after 2hr conditioning at 70°C

To: check the strength of the insulating material in crushing conditions or its penetration

Adherence test: after 168hr conditioning at 70°C

To: check the adherence of the insulating material on the tool to guard against any risk of separation

Flame non-propagation test:

To: check that the insulating coating does not propagate a flame if exposed to one.

To: check the readability of the marking, despite rubbing.

The standard dielectric test for the Insulated tools is carried out on 100% of the tools.

The mechanical specifications of Insulated hand tools shall comply with the ISO standard or with the manufacturer’s relevant standard, stating as the case may be dimensions, hardness, torque / flexion / torsion / cutting resistance.

The mechanical specifications of the insulating and hybrid hand tools are defined in standard EN IEC 60900

instructions for use:

Instructions for use are provided with hand tools requiring assembly or adjusting

periodic checking:

Insulated, insulating and hybrid tools do not have expiry dates. The user must visually check tools before use, particularly the condition of the insulating coating.

Similarly, an annual visual inspection by a qualified person is recommended.

In the event of doubt, dielectric tests should be performed again. This test can be carried out by our laboratory (please ask)

Maintenance:

The Insulated hand tools are designed to preserve their insulating Characteristic despite the difficult conditions of use inherent with on site work. However, they should be properly stored and kept clean.

The insulating coating can be cleaned with soap and water (rinsing + drying) whereas the metal parts must be regularly greased

RATCHET CABLE CUTTERS

Ratchet cable-cutters allow a gradual cut for a reduced effort, and with a minimum bulk enabling a result with a minimum of misshapening.

They have a locking device in the closed position, and can be disengaged at any time allowing the mobile blade to move back.

The blades are interchangeable and we provide maintenance and repairs if necessary. Replacement of the mobile blade may be carried out by the user but replacement of the fixed blade must be carried out by our after-sales service

We offer a wide range up to 80 mm diameter, according to two designs: standard (KT) or frontal (KTF) , the latter being more suitable for live work phase by phase, or requiring less space.

They are designed for cutting copper, Aluminum and almelec cables; only the KT501 model is designed to cut steel and ACSR cables.

The so-called reinforced models (R) have thicker blades and a mechanism adapted to intensive use in maximum conditions (max diameters, almelec , etc...)

The cross section indicated either corresponds to the cross section of a single-core cable or the combined sum of the cross sections of a cable consisting of several conductors. They can be delivered in a case (recommended). Maintenance: keep the tool clean and greased.

COATED TOOLS FOR WORKING IN AN EXPLOSIVE ATMOSPHERE ATEX I (II) NF E74-400

Overview:

The main danger when working with metal tools in an explosive atmosphere is the production of sparks following rubbing or physical shocks to which the tool is subjected. One known solution for reducing this risk is to apply a coating which protects the metallic part against any physical shocks or rubbing and which itself cannot generate sparks following electro-static phenomena.

Note: lthere is no zero risk to the extent that the active part cannot generally be coated, that is why the term reduced sparking tools is used.

The NF E74-400 standard specifies the characteristics and tests for these tools. The standard recommends that the coating used be of a blue colour.

Field of application:

The NF E74-400 standard concerns hand tools used in an explosive atmosphere, group II, subdivisions A and B in accordance with NF C23-514, the group of gases for surface industries.

Example: Class IIA: Propane, Butane, Acetone, Methanol, Natural gas

Class IIB: Ethylene.

Class IIC is excluded: Acetylene, Hydrogen.

The group of Mine gases is excluded.

The standard applies to bending or twisting hand tools (e.g. screwdrivers, spanners, pliers) whereas striking tools (e.g. hammers, shovels, picks) are excluded.

ATEX I and ATEX II tools

The NF E74-400 standard sets out two types of tools::

• type I: tools for explosive atmospheres

• type II: tools for explosive atmospheres used in an electrical environment (under conditions set out in the standard IEC EN 60900 1000V for alternating current and 1500V for direct current).

Note: a type II tool cannot have two working heads with electrical continuity (example: two-headed or mixed spanners).

Specific marking identifies type I and II:

• ATEX I symbol for type I tools

• ATEX II symbol for type II tools

Important: the NF E74-400 standard uses the EXplosive ATmosphere abbreviation (ATEX) for marking the tools which should not be confused with the classification of the ATEX 0,1 or 2 zones of the product marking example the ATEX 94/9/EC directive.

For use -40°C, C marking indicates that the tool has been designed for this purpose.

Checks & Tests:

The blue coated tools must satisfy the tests of standard NF E74-400:

• Physical shock tests

• Insulation resistance test to check that the coating does not create sparks (electro-static charges)

• Dielectric test (solely for ATEX II type)

• Adherence of the coating

• Flame non-propagation test

Maintenance:

The insulated tools are designed to preserve their characteristics despite the difficult conditions of use inherent with on site work. However, they should be properly stored and kept clean.

The coating can be cleaned with soap and water (rinsing + drying) whereas the metal parts must be regularly greased.
