The document discusses poverty in the Philippines and the Pantawid Pamilyang Pilipino Program (4Ps), a conditional cash transfer program. It outlines the objectives of 4Ps which are social assistance through cash grants and social development by requiring health checks and school attendance. It describes the eligibility criteria, cash benefits provided, conditions that must be met, implementation across the country, and partner agencies involved. Both positive and negative views are presented, with beneficiaries expressing appreciation for opportunities provided for education while critics argue it makes people dependent on grants instead of creating jobs.

According to Director Jojo Guan (CWR)
“4Ps simply distracts people from demanding employment
and sustainable livelihood opportunities, and accessible,
affordable and good quality government services for
health, education, housing and disaster response,”

27. According to Secretary Manny Piñol (Agriculture):
“The P70-billion Conditional Cash Transfer (CCT)
program or 4Ps only makes beneficiaries overly
dependent on grants. He would rather divert the
money to livelihood programs that he said will
increase food productivity.”

According to Christine Haya (beneficiary)
"Lumalaban po kami ng patas upang mabuhay. Hindi po
kami nagnanakaw at nanga-agrabiyado ng ibang tao
para maka-survive sa hirap ng buhay. May mga
kondisyones po kaming sinusunod bago makakuha
ng pera. Hindi po kami ngumanganga lang at
naghihintay na mahulog ang biyaya,".

29. According to Rizalina Vergara (beneficiary):
