CELEBRATING LIFE ON THE NORTHSHORE

When we began publishing Inside Northside in 2001, we saw the opportunity to connect with people of the northshore. We thought that by inspiring them through great photography, valuable resources and community stories that surround them, we could make a difference.

We hope we have.

Five years ago, we saw a new opportunity. We created an “annual” resource guide, working with other organizations that share our commitment, interest and engagement. I put annual in quotes because the world had totally different plans for the last couple of years. With those challenges behind us, we are happy to re-introduce Life on the Northshore. In this edition, you will find commentary from economic development and business leaders, a complete listing of Chamber membership from St. Tammany and Tangipahoa, a calendar of events to add to your plans for the coming year and maps to help you navigate areas on the northshore you might not frequent. Our goal is to inspire you to really LOVE where you live, as Mimi Dossett says so well in her contribution on page 91.

Keep this guide handy for ideas when you need a new service provider or when you are scheduling an event. It can even help you find new ways to fill your weekends with fun. The Northshore Defined

Louisiana is blessed with a unique blend of cultures. Its rich ethnic mixture includes descendants of the state’s original Native American inhabitants and those of settlers who were French, Spanish, English, German, West Indian, African, Irish or Italian. The state’s food, music, architecture and festive celebrations pay tribute to this great diversity.

The southeastern area of the state known as the northshore, along the northern edge of Lake Pontchartrain within an hour’s drive from New Orleans, is composed of St. Tammany, Tangipahoa and Washington parishes. Long before the Europeans came to the area, the vibrant Native American Tchefuncte Culture thrived in what was an ideal location of rich forests and accessible waterways on l’autre côté du lac—the other side of the lake. Their descendants were to meet the Europeans when they came. European presence on the northshore began in 1699, when Pierre LeMoyne, Sieur d’Iberville, came ashore near Lacombe. The northshore area was included in the region known as the Florida Parishes, which was under the jurisdiction of the British and Spanish before declaring its independence in 1810. After the new republic was annexed by the United States,

the three northshore parishes were among those formed from the former republic.

Although settlers began arriving on the northshore as early as 1725, migration from the southshore accelerated in the early nineteenth century and has continued to this day. New Orleanians flocked to the northshore for fresh air, spring water and a resort lifestyle. The “other side of the lake” flourished, especially in the heat of summer; hotels, inns and restaurants promoted the health benefits. Steamboats and the railroads brought visitors who often stayed for long periods of time. Some southshore families built summer homes.

The Lake Pontchartrain Causeway and Interstate 12 made it more realistic for people to live on the northshore and work on the southshore, and new subdivisions and shopping centers were developed to accommodate the influx. The continued population growth and the accompanying commercial and industrial development brought prosperity and also the accompanying challenges.

Offering a distinctive combination of cosmopolitan sophistication and country charm that reflects the state’s diversity, northshore cities,

towns and villages have much to offer residents and visitors alike. Northshore residents enjoy living close enough to New Orleans to work or visit— but far enough away to delight in the benefits of a close-knit community with family-oriented activities, quality education and strong leadership in local government. That quality of life may be because residents, both old and new, value and strive to preserve the unique qualities that have attracted people to the northshore from the time of the Tchefuncte to today.

Here you will find magnificent homes in wellplanned subdivisions, as well as sweeping country estates tucked privately among rolling hills and winding rivers.

When it comes to outdoor recreation, you can enjoy the region’s natural beauty by sailing, fishing, swimming, hiking and biking. Beautiful state parks and area wildlife refuges provide a haven for spectacular native wildlife.

ST. TAMMANY PARISH

St. Tammany is one of the fastest-growing parishes in Louisiana. What makes St. Tammany such a desirable location? Its proximity to New Orleans, transportation accessibility, low business costs, availability of labor, strong school system, low crime rate and first-rate medical facilities are just some of the many reasons for the area’s rapid development.

St. Tammany’s thick pine forests, scenic rivers, lakes and cypress swamps create an outdoor playground. Approximately 77,000 acres, or 14 percent of the parish’s total land area, are designated as public land, with two state parks, two national wildlife refuges and a wildlife management area. The Tammany Trace offers a 31-mile recreational corridor for pedestrians, bicycles, equestrians, rollerbladers and joggers.

The St. Tammany Parish Public School System is a leader in the state. Six schools have been

designated National Schools of Excellence by the U.S. Department of Education. Students continue to exceed the national average on the American College Test.

St. Tammany Parish offers many public and private medical facilities that provide a wide array of services, state-of-the-art equipment, qualified personnel and specialized medical practitioners. There are three public hospitals and a variety of private medical providers. In addition, the parish has numerous resources focused on its senior residents. St. Tammany’s estimated population for 2020 was 264,570 and is continuing to grow.

Parish residents celebrate a wide variety of events throughout the year, including Mardi Gras, Madisonville Wooden Boat Festival, Covington Three Rivers Art Festival, Slidell Antique District Street Fair and the St. Tammany Parish Fair.

ABITA SPRINGS. A popular retreat from New Orleans during the nineteenth century, this historic town has once again become a relaxing getaway from big-city living. Known for its legendary spring water, Abita Springs was originally founded as a Choctaw Indian village. Well-known attractions include the Abita Springs Opry and the Abita Brewery.

COVINGTON. In 1813, John Wharton Collins laid out a town above the confluence of the Tchefuncte and Bogue Falaya rivers. With the coming of the steamboat and the railroad, Covington, the center of St. Tammany Parish government, has historically served as a hub for commerce to and from New Orleans. Decades-old oaks line many streets in this picturesque southern Louisiana community; a charming downtown district features excellent restaurants, art galleries,

antique shops and boutiques.

FOLSOM. Located amidst rolling hills, horse farms and plant nurseries, the village of Folsom offers peaceful country living. Rambling country estates, farms and ranches situated on beautiful rivers and streams make St. Tammany’s northernmost community a highly desirable destination.

LACOMBE. Rich in Native American history, this small town was home to the Choctaw and Colapissa Indian tribes. Strategically located on one of south Louisiana’s most scenic bayous, Lacombe is the home of the popular Big Branch Marsh National Wildlife Refuge.

MADISONVILLE. Named after President James Madison, this historic community grew up along the banks of the Tchefuncte River. Best

known for its annual Wooden Boat Festival, the small community is host to the largest gathering of antique classic and contemporary wooden boats on the Gulf Coast.

MANDEVILLE. In 1829, New Orleans planter and politician Bernard de Marigny de Mandeville bought Bonnabel Plantation on the northshore of Lake Pontchartrain and named it “Fontainebleau.”

The site is now Fontainebleau State Park. By 1834, he began subdividing the land, and in three days, he sold 388 lots at auction in New Orleans. The migration continued through the years as steamers brought New Orleanians to the northshore to escape the heat and disease of the city. Later, automobiles made the trip to reach “the jewel on the lake.” The sleepy, summer resort has become a thriving, energetic city. Connected to New Orleans by the Lake Pontchartrain Causeway, Mandeville’s historic lakefront provides a magnificent setting for elaborate homes and excellent restaurants.

SLIDELL. In the early 1880s, the building camp established for construction of The New Orleans and Northeastern Railroad grew rapidly. Frederick Erlanger, who helped finance the railroad, named the settlement for his deceased father-in-law, John Slidell. Slidell was chartered in 1888. Now, as a crossroads of three interstate highways, a railroad and navigable bayous, Slidell is the most populous town in St. Tammany Parish. Slidell offers some of the best natural attractions and most beautiful scenery in southeast Louisiana. The Honey Island

Swamp, considered one of America’s most pristine river estuary environments, encompasses St. Tammany’s eastern border. Slidell’s Olde Towne historic district offers a plethora of antique shops, art galleries and restaurants.

TANGIPAHOA PARISH

What started as a small economy rich in agricultural history, the Hammond Metropolitan Statistical Area, which includes all of Tangipahoa Parish, is now designated as the second-fastestgrowing MSA in the state of Louisiana. The parish is known for being open for business, and it is easy to do business here.

Located at the intersection of two major interstates, I-12 and I-55, Tangipahoa is just one hour from New Orleans and Baton Rouge and a short distance from the Gulf Coast, so residents can quickly travel to these destinations for business or fun. Private, corporate and government aircraft take advantage of the Hammond Northshore Regional Airport. The Canadian National Main Line provides freight services, and Amtrak’s passenger train service operates daily with north and south travel as well as connecting services east and west. >>

The Tangipahoa Parish Public School System educates over 19,000 students, providing strong instructional leadership in a safe and orderly environment. Since its founding in 1925, Southeastern Louisiana University has made fundamental contributions to the northshore region. With nearly 15,000 students and over 152 areas of study, it is the third largest institution in the state, ranking #1 in Louisiana’s public health education and promotion programs. In the nation, Southeastern ranks in the top 23 for supply management programs and #19 in occupational, safety, health and environmental programs. Northshore Technical Community College provides essential career pathways in science, technology, engineering and math, as well as partnerships among school systems, community colleges and universities to advance a critical pipeline of talent that supports our local and regional industry partners.

Tangipahoa Parish offers more fairs, festivals, social and cultural events than any other parish in the state. Over a half a million residents and visitors each year enjoy events such as the Louisiana Renaissance Festival and the Antique Trade Days and Vintage Market

Days of Southeast Louisiana. Events such as the Tangipahoa Parish Free Fair, Tickfaw Italian Festival, Independence Sicilian Heritage Festival and Amite Oyster Festival allow us to remember where we came from and celebrate moving forward.

The Southeastern Columbia Theatre welcomes national and international talent, and culture and art are celebrated at the Hammond Regional Arts Center and the African-American Heritage Museum. Southeastern’s Strawberry Stadium and other campus athletic venues, Chappapeela Sports Park and Ponchatoula Area Recreation District are home to countless year-round, family-friendly sporting events.

AMITE. Known for its oyster industry, Amite celebrates the mighty mollusk with an oyster festival each spring. The town is home to the Tangipahoa Parish Fairgrounds and hosts the parish’s annual fair featuring agricultural events, crafts, entertainment and a rodeo.

INDEPENDENCE. The “Little Italy of Louisiana” celebrates its local Italian heritage and culture with the Independence Sicilian Festival featuring fine cuisine, arts and

entertainment. Independence is also home to Amato’s Winery, a familyowned business specializing in dry, semi-sweet and sweet strawberry wine made from local strawberries.

HAMMOND. In 1818, Swedish immigrant Peter Hammond began the settlement that would bear his name and become the largest city in Tangipahoa Parish. The arrival of the New Orleans, Jackson, and Great Northern Railroad in 1854 brought many new people to the area. After the Civil War, early entrepreneur Charles Emery Cate and other residents laid out the streets and lined them with oak trees. The city was chartered in 1889, and the downtown became a shipping center for the timber and strawberry industries. Today, the combination of highway-rail-air-sea transportation has made Hammond into a transportation/ distribution capital. The city enjoys a re-invigorated historic downtown and is home to Southeastern Louisiana University.

PONCHATOULA. Known as “America’s Antique City,” Ponchatoula is a shopper’s paradise with quaint antique shops and restaurants lining the streets. The annual Strawberry Festival draws countless visitors >>

WASHINGTON PARISH

Washington Parish, named in honor of the first president of the United States, is one of the state’s eight Florida Parishes, having been formed from a part of St. Tammany Parish in 1819.

The roughly 665 square miles of the parish is filled with rolling hills, dense pine forests, scenic waterways and rural back roads. The area’s bucolic lifestyle is reflected in the fact that half of the parish is utilized for agricultural purposes. A large portion of the remainder is devoted to the timber industry, both natural and planted.

Flowing between the hills of Washington Parish are the beautiful Bogue Chitto and Pearl rivers, which are surrounded by places of dramatic beauty that support a wealth of flora

and fauna. Recreational opportunities are plentiful for outdoorsmen, including excellent hunting, fishing and camping.

Washington Parish stands out in the production of lumber and other wood products, with an enviable record in reforestation of cutover lands, as well as in the scientific manner in which its timber resources have been and are being harvested.

1906 marked the beginning of the lumber industry for the parish. The Great Southern Lumber Company became the largest pulp and paper mill in the world. The mill, now owned by International Paper, celebrated its 100th anniversary in January 2018.

BOGALUSA. Bogalusa, the only city in the parish, is the chief manufacturing and trading center of the fertile Pearl River valley. Its name is

derived from the Indian-named creek “Bogue Lusa,” which flows through the city. Bogalusa is known as the “Magic City” because of its rapid construction in less than a year. Brothers Frank and Charles Goodyear founded the Great Southern Lumber Company in 1906 and located their sawmill in the town they built for its workers; the town was incorporated as a city on July 4, 1914. In September, the city hosts the annual Bogalusa Blues and Heritage Festival, which is known as one of the top music festivals in the New Orleans and Gulf Coast regions. The city’s Magic City Carnival Association’s 38-float Mardi Gras parade, started in 1981, attracts more than 50,000 parade watchers annually.

FRANKLINTON. Franklinton is a progressing rural town supported by enterprising farmers and a few industrial plants. Founded in 1819, Franklinton became the permanent parish seat in July 1826. The Washington Parish Free Fair, the largest free fair in the United States and the second-largest county fair in Louisiana, is held during the third week of October each year. On the fairgrounds is the historic Mile Branch Settlement, featuring pioneer log cabins dating back to 1850. Bogue Chitto State Park offers hiking, fishing, camping, boating and tubing.

When talking about caring for animals, Dr. Christie McHughes’ enthusiasm is obvious. Her passion for animals began in her childhood on a farm where her family had to do much of the animals’ veterinary care themselves. She says, “I was their caretaker, and I loved that.”

Her passion for animals continued into her career years later. Dr. McHughes graduated from Southeastern Louisiana University in biology before attending Louisiana State University School of Veterinary Medicine. Her concentration was mixed-animal veterinary care, including small animals and equine. Following graduation in 2004, she began practicing small-animal care in St. Tammany Parish before opening Crosspoint Veterinary Hospital in September 2015.

Dr. McHughes’ love of comprehensive pet healthcare has led to the hospital’s accreditation by the American Animal Hospital Association, a distinction shared with only about 12 percent of clinics in the United States and Canada. Accreditation requires adherence to over 900 quality standards in everything from pain management and patient care to team training and medical recordkeeping.

“We have fear-free certified professionals in the clinic to cause the least amount of stress when visiting,” Dr. McHughes says. “We use different tactics and approaches to make the pet and owner’s veterinary experience a better one.” With a staff of 15, including an associate veterinarian and two part-time veterinarians, Dr. McHughes is proud of the standards they maintain. She also serves on the board of the Louisiana Veterinary Medical Association as the president of the Walter J. Ernst Foundation and the

Louisiana representative for the Southwest Veterinary Symposium.

While veterinary medicine often comes in the form of treating illnesses and injuries, her practice offers much more. Services at Crosspoint include but are not limited to grooming, bathing, boarding, vaccinations, surgery, dental cleanings and emergency and routine care. “A good veterinarian must be a good listener, trust the client and listen to what they’re telling you. They’ll know their pet better than you do,” she says. “Maybe there’s nothing that shows up on the physical exam, so we have to dig deeper, and you have to be the animal advocate.”

When should you take a pet in for medical intervention? “The time is right if a pet is acting differently for any reason—like coughing or vomiting,” says Dr. McHughes. “If they’re not following their routine, something is wrong. But it’s not enough to seek medical attention only when your pet is sick.” Having six-month checkups for your dog or cat, feeding them proper diets recommended by your veterinarian and keeping up with their vaccines and routine bloodwork are important measures.

Crosspoint offers wellness programs, as well as the latest in diagnostic equipment. Among services available are dental care and radiology, in-house bloodwork, alternative medicine and therapeutic laser therapy—a painless, noninvasive technique that promotes increased blood flow to the affected area. “This might be used for healing wounds, chronic ear infections or anything causing inflammation,” she adds.

Striving to provide comprehensive health care for pets, Dr. McHughes stresses the importance of disease prevention and of educating their owners. “Vaccinating is something we’re always studying. Animals have different immune systems from ours, and they stick their noses where they shouldn’t. Scientists have proven our animals are living longer because of proper vaccinating protocols specific to each pet.”

“I have patients coming in that are 18 and 20 years old,” Dr. McHughes smiles. “And I believe that’s because of very good, preventative medicine.”

Commerce on the Northshore

I remember using the word “ecstatic” to describe how I felt when I moved to the northshore in 1998. Fast forward nearly 25 years later and I still love where I live. But, my, how things have changed!

Having grown up in New Orleans, I remember traveling to the northshore, where there were only three red lights on 190 from Mandeville into Covington. In the ‘60s, we had family vacations at Camp Billy Boy on “the northshore”—specifically, it was on Rat’s Nest Road in Slidell, where we crabbed and fished from the pier and the sandy shore. St. Tammany ‘s population back then was nearly 40,000. That was when the population began to grow rapidly. Looking at the census charts and percentages can be confusing, so let’s put it this way—in 1940, the parish population was 23,624. After slow growth for

the next twenty years, things took off, and we are now averaging over 40,000 new residents each decade. The 2020 census counted 264,570 residents! There’s so much about our downtowns, towns, rivers and various cultures that draws new residents and visitors alike.

Back in the ‘70s and ‘80s, there was a Mandeville chamber and a Covington chamber that in the ‘90s merged into St. Tammany West. The Greater Slidell Chamber changed its name to East St. Tammany. As one century ended and a new one began, talk of the need for one parish-wide Chamber commenced. The need for a strong voice of business with local and state government became more evident as our population grew. It was also evident that we needed to work together with business and civic organizations and with our local elected leaders. We had a seat at the table when talks initiated for the plans to widen Hwy. 190 in Covington from 4 to 6 lanes. That was a huge improvement for traffic flow and the commerce that occurred.

The creation of one Chamber of Commerce for all of St. Tammany occurred in November 2019. Today, our chamber membership stands at over 1,100. We boast outstanding volunteer leadership from diverse

industries on our Board of Directors. Over the years, we have recognized the importance of business to the quality of life, including special recognition ceremonies at our business appreciation luncheon.

The nearly-3-year-old St. Tammany Chamber currently has seven highly active committees. The Advocacy and Public Policy Committee vets issues prior to elections or actions by our parish council and legislators. The Small Business Council ensures the Chamber provides support where most needed for the times. For three years now we have had a Live Better Committee focusing on providing information for a healthier workforce. And thankfully, our young professionals group is now approaching its 15th year and has graduated many business leaders of today and tomorrow.

Our parish-wide Chamber continues to provide its members with educational and networking opportunities to help their businesses grow. And we continue to represent our members as the voice of business both locally and at the state level.

The growing pains and expanded opportunities are still with us as more newcomers continue to move in to enjoy the quality of life here on the northshore. As homebuilding and real estate have boomed, finance, insurance, healthcare, restaurants and retail followed and continue to grow. We are now the fourth-largest parish in Louisiana, behind East Baton Rouge, Jefferson and Orleans.

Yes, a lot has changed since 1960. The good life comes with growing pains. While time flies, it seems like it’s taking forever for the transportation and other critical infrastructure to catch up. Those of us daily traveling the widened Hwy. 21 and Hwy. 190 look back and are grateful for the improvements that move us along more quickly! Yet, more and more of us are anxious for the I-12 widening under construction to be complete!

The business leaders of the Chamber are ready and willing to stand together with our local, parish, state, legislative and congressional leaders to work to maintain and improve our longstanding quality of life that flourishes alongside our strong commerce and business communities.

In 2007, the Northshore Community Foundation began with the pure intention of simplifying, organizing and magnifying philanthropy on the northshore. What has happened in the 15 years since has been remarkable. The generosity of our community has changed lives and brought people together—$70 million dollars so far—and the work continues.

From the beginning, the Northshore Community Foundation was born from the need for a local response after a natural disaster, and we have excelled in that work ever since. In the months following Hurricane Katrina, the Baton Rouge Area Foundation saw the glaring need for local leadership, staff, funding and services as our northshore recovered from the unprecedented impact of the storm. In the months after opening, the Foundation distributed nearly a million dollars to local nonprofits still dealing with Katrina’s wrath, and our emergency response work was born.

Since then, in man-made disasters, natural disasters, and even a global pandemic, we quickly activate and respond, because immediate generosity matters. Local, national and international supporters have used the Foundation to funnel millions of dollars to our region, trusting that we will direct it for the greatest possible impact.

In December 2019, St. Tammany Corporation launched the St. Tammany Partnership for Industry, Workforce, and Economic Development. Ten Ways To Get In or Near the Water

When the Louisiana heat is blazing down, being in or near the water is the best way to cool off. From swamp boats to sandy beaches, the northshore’s endless waterways host an array of activities to create a cool, summer-day agenda. So, grab the sunscreen, a towel and bring the whole family for a water-filled adventure.

1. PADDLE BOARDING

Fun for all ages, stand-up paddle boarding has been growing rapidly on the northshore. Adventure on your own by renting a paddle and board from Brooks Bike Shop in Covington or the Abita Board Barn and paddle the Tchefuncte and Bogue Falaya rivers and out on Lake Pontchartrain.

2. SPLASHING

The northshore campgrounds offer great pools, as well as river swimming at Land-OPines in Covington, where there are also picnic areas, fishing ponds, campsites and cabin rentals, arcades and more. Enjoy a sweet and retro

getaway that emphasizes family fun and making memories. Splash pads can be found at Coquille Park, Fontainebleau State Park, at the Mandeville lakefront and the trailheads in Mandeville and Abita Springs.

3. KAYAKING

With 80,000 acres of wildlife preserve on the northshore, kayaking the parish’s many waterways offers a great opportunity to get out in nature. You can rent a kayak from Canoe and Trail, which also offers guided tours of nearby waterways. Stay cool and book a sunset paddle. Also renting kayaks is Brooks’ Bike Shop in downtown Covington and in Mandeville.

4. TUBING

Get cool, get wet on the Bogue Chitto, popular for tubing your cares away. Several operators, including Louisiana River Adventures and the Bogue Chitto Tubing Center offer tubing trips, including tube rental, life vests, and shuttles. Some rent

special tubes for ice chests, too. Great fun for families and groups of friends.

5. SANDY BEACH

Families love the little sandy beach along the Lake Pontchartrain shoreline in Mandeville’s Fontainebleau State Park. The calm, shallow water is perfect for small children. Also on the grounds of the 2,800-acre park are the ruins of an 1829 sugar mill, trails, camping areas, a lodge and many large and lovely oak trees. Park admission is $3 per person, free for seniors 62+ and children 3 and under. Head to the east side of Lakeshore Drive, parallel to Lake Pontchartrain in Mandeville, to discover the ideally located sandy beach to enjoy the sunset or catch some rays as the kids hangout on the playground. And in Slidell, check out the powdery sand of Northshore Beach, great for family picnics with its two pavilions and picnic tables.

6. SWAMP TOURS

Several operators offer tours of the Honey Island Swamp, a pristine natural area located between the east and west Pearl rivers. See alligators, large bird life,

wild boar and other creatures of the swamp. Most of the tours take about two hours and give a great glimpse into the history, folklore, and ecology of this special and beautiful place. Most tours are in large, covered tour boats; check out Dr. Wagner’s Honey Island Swamp Tours and Cajun Encounters for their availability. rich waters of the Rigolets. Catch redfish, speckled trout and triple-tail with knowledgeable pros who take you where the fish are biting. Most charters leave out of Slidell, on the east side of the parish.

8. SAILING WE WILL GO

Get out on Lake Pontchartrain with Capt. Rick Delaune and Delaune’s Sailing Charters, which offers sailing charters (and lessons, too) aboard a 42-foot sailboat, the Windward Passage. Choose between the Midday Trip with beverages and snacks served or a Sunset Sail with Champagne and chocolates. Delaune’s has a 5-star rating with TripAdvisor, having received the Certificate of Excellence in 2017, and is consistently ranked #1 in Things to Do in Mandeville. It is also a top-rated attraction with Expedia. Delaune’s sails out from Prieto Marina on Bayou Castine.

9. CRABBING ALONG LAKE ROAD

Crabbing in summer has long been a favorite South Louisiana pastime. It doesn’t require any real skill, just patience and maybe a bait—chicken necks, yum. Some people bait large, round crab nets, throw them out into the water and check periodically for crabs that may have foolishly scuttled aboard. Other folks prefer baited hand lines that they throw out and hold till they feel a nibble. The key is to very s-l-o-w-l-y pull the line toward you while quietly wielding a net with which to scoop up the nibbling crab. Lake Road in Lacombe is popular with families who set up lawn chairs and ice chests and try their luck with the area’s delicious blue crabs.

10. PONTOON PLEASURE

Two charming captains, Mike Jones of Louisiana Tours and Adventures and Rob Rouyer of Tchefuncte River Charters, offer tours of the scenic Tchefuncte River on their pontoon boats, so bring your family or group of friends on their big ol’ boats for a fun day on the water and a trip out to view the 1837 Tchefuncte River Lighthouse.

The Children’s Museum of St. Tammany

Come experience the power of play at the Children’s Museum of St. Tammany, a prime destination for families! Bring a picnic lunch and enjoy the museum, as well as the adjacent Kids Konnection Playground.

The Children’s Museum of St. Tammany inspires children to EXPLORE in an interactive learning environment that focuses on STEM (Science, Technology, Engineering and Math), to DISCOVER and embrace early learning through the power of play and to IMAGINE and CREATE through the arts. Envisioning a community where play is encouraged, creativity is nurtured and learning is enjoyed, CMST offers many ways to join in the fun of learning!

CMST offers two summer camps for children. In 2022, it will host NASA’s Astro Camp for rising 2nd –5th graders for a sixth year. Campers are introduced to new STEM concepts and encouraged to explore a wider range of ideas not always introduced in a school setting. Camp Curiosity, for ages 4-7, includes weekly themed activities, museum free play and visits to the Kids Konnection Playground. Community events are a large part of what the Children’s Museum of St. Tammany offers. These include Chalk Fest, a free arts festival for the community; STEM Quest, which engages guests with STEM experts and activities from various professional organizations throughout South Louisiana and Mississippi; Back to School Bash; Boo Bash on the Lawn; and the annual Noon Year’s Eve Bash.

Space is available to rent at CMST for birthday parties and other special occasions. It is a perfect place to host corporate crawfish boils, non-profit events, family picnics and walks, church gatherings, family reunions, baby showers, gender reveals and weddings. The large pavilion and the two smaller pavilions, called Marvel Pavilions, in between the Kids Konnection Playground and the covered pavilion called the Caboose, are available to rent, as are all of the grounds and private experiences in the museum. Celebration, a two-hour birthday party inside the museum, allows for one hour of free play in the museum and one hour in the Artworks gallery for private time to enjoy cake and opening gifts as well as a customized art project or slime experience. The Tammany Trace

In earlier days, the railroad was the lifeblood of St. Tammany Parish. Today, the railroad route is an extremely popular recreation, transportation and educational corridor. Now called the Tammany Trace, it is Louisiana’s first and only rails-to-trails conversion. Locals and tourists alike can crisscross urban, suburban and rural St. Tammany on foot, skates, bicycles, horses and in wheelchairs. The asphalted trail and parallel equestrian trail connect five communities: Covington, Abita Springs, Mandeville, Lacombe and Slidell. The Trace also serves as a wildlife conservation corridor, linking isolated parks, creating greenways and preserving historic landmarks and wetlands. From the vantage point of 31 bridges that are built on the original railroad trestles, Trace users can observe the natural habitat, bayous, streams and rivers.

Four Interstates converge on the northshore

• The Three Rivers Art Festival draws nearly 200 artists to Covington’s downtown Columbia Street for two days of art, crafts, music, food and family activities. The festival, held every November, was established in 1997. threeriversartfestival.com

• The St. Tammany Art Association’s Art House is found on historic Columbia Street. For more than 60 years, the association provides cultural enrichment to the community, including art markets and the annual Fall and Spring for Art events.

Lake Pontchartrain Causeway

Since the dedication of the Lake Pontchartrain Causeway in 1956, it has remained the longest continuous bridge over open water in the world. The first span originally featured two-way traffic and an estimated 50,000 crossings per year. That is now the southbound span, with a parallel bridge added in 1969.

The Causeway is designated a National Historic Civil Engineering Landmark by the American Society of Civil Engineers. It was the first bridge ever to be constructed using 54-inch-in-diameter, hollow, pre-stressed concrete piles to support a span—over 9,500 of them. Original assembly line techniques were used in fabricating and assembling sections of the bridge at what was a state-ofthe-art concrete casting plant just east of the bridge on the Mandeville lakefront.

The Causeway is operated as a toll bridge. Originally featuring a toll plaza on each end of the span, today tolls are only collected at the north end for southbound traffic. Recently raised to $5 cash or $3 with a toll tag, the tolls pay bonds secured for the bridge, its approach roads and for increased safety measures for bridge travelers. There are now over 12 million crossings every year for work and play. This connection to New Orleans has given the northshore the best of both worlds, easy access to the city we love and a verdant quality of life in our backyard.

Hammond is perfectly positioned for distribution, manufacturing and warehouse needs. At the intersection of two major interstates, high-tech industries and major distribution centers are located on industryready sites over 40 feet above sea level. Specifically choosing to locate in Tangipahoa Parish are companies such as C&S Distribution, Elmer Chocolate, Graham Packaging, Intralox, Sanderson Farms and Walmart Distribution. “Many of these notable businesses have experienced such success that they have purposely chosen to invest further in Tangipahoa by completing multi-million-dollar expansions that show they are here to stay,” says Tangipahoa Parish President Robby Miller.

• Private, corporate and government aircraft take advantage of the Hammond Northshore Regional Airport’s 6,500-foot and 5,001-foot runways. The airport is home to the only Air Traffic Control tower on the northshore.

Just southeast of Hammond you will find Ponchatoula, the second-largest city in Tangipahoa Parish. Ponchatoula is a Choctaw term that means “hanging hair,” which is believed to be a reference to the abundance of flowing Spanish moss in the area. Known as “America’s Antique City” and the “Strawberry Capital of the World,” Ponchatoula’s historic main street welcomes locals and visitors alike.

• For three days every spring and fall, the Antique Trade Days Arts & Crafts Fair is a staple antiquing event for the region that has something for everyone.

• The Ponchatoula Strawberry Festival always draws a large crowd to celebrate the state fruit. This free, outdoor festival occurs every spring and is full of strawberry-centric food and crafts, music and carnival rides.

Fresh Temptations

It’s okay. Really. Brenda Cosentino’s decadent Italian fig cookies are worth the guilt. So are Dolese’s stuffed artichokes, redolent of garlic and made with handed-down-recipe love. Here’s your chance to try Mauthe Dairy’s divine creole cream cheese or Meme’s veggie pancakes.

There’s more than prepared foods, of course, at the Covington Farmers Market. Real farmers truck their produce in for the twice-weekly markets in historic downtown Covington—Wednesdays from 10 a.m. to 2 p.m. and Saturdays, 8 a.m. to noon. Chefs and food fans show up to score the freshest local fruits and vegetables. There are beautiful, plump blueberries and blackberries, grown just up the road. Sweet satsumas, heirloom tomatoes and regional favorite Creoles, too, vie for attention, depending on the season. Regulars greet the bread lady and farmer Nick. They sample salsa and cookies, sip fresh-brewed coffee or herbal tea. Sunlight filters through the trees and, usually, live musicians playing in the small gazebo provide a soundtrack to the scene.

The Covington market isn’t the only one on the Northshore. A few miles away, in Mandeville, the Mandeville Trailhead Community Market is also abuzz on Saturday mornings, showcasing area arts and crafts, handmade soaps and cute birdhouses and featuring local singer-songwriters on the pavilion stage. But farmers and a number of good cooks offer fresh produce, eggs and herbs and prepared foodstuffs, too, like pepper jelly, beef jerky, boudin and fresh-roasted coffee.

Beginning at 10 a.m. on the first and third Sundays of the month, stroll and get to know the makers at the Madisonville Market at the Riverside Park South on Water Street. Local musicians harmonize while shoppers score hot foods, desserts and fresh organic produce to take home. Craftsmen and artists showcase homemade toys and games and arts in all mediums.

Over in Slidell, Camellia City Market sets up on Saturday mornings in Olde Towne, spreading the love with local produce, arts and crafts, prepared foods and live music. Pretty little eggplants and yellow squash have that just-picked sheen; bundles of turnips, collard and mustard greens have crisp leaves and smell of the earth.

The Abita Springs Art & Farmers Market tempts on Sundays from 11 to 3 p.m. Located adjacent to the Tammany Trace at the Abita Trailhead, the market offers shoppers all kinds of locally sourced goods, including pastured poultry, wild-caught seafood, honey, prepared foods, fresh produce and baked goods, as well as plants, personal care products and works by artisans and crafters. Enjoy live music from the Trailhead Museum stage.

Quaint, quiet Folsom also has a market at The Giddy Up, a popular gathering place, art gallery and coffee shop.

The air is festive at all the markets. And why not? Celebrating great food and nature’s bounty is a way of celebrating life and Louisiana culture, too.

Remembering a Visionary

Judge Peter J. Garcia

The late Judge Peter J. Garcia, a lifetime resident of St. Tammany Parish, started one of the first drug courts in the State of Louisiana in 1998. In 2002, the 22nd Judicial District Court Drug Court was named by the U.S. Justice Department one of 16 mentor courts in the country to train courts across the country in the implementation of drug courts. Judge Garcia began the Behavioral Health Court in 2011 to provide case management and judicial supervision of individuals with mental health disorders within the criminal justice system.

As of today, there are seven specialty courts serving the 22nd Judicial District Court System. These problem-solving courts address the population in our community who would not necessarily be charged with criminal or civil charges should their behavioral needs be focused on. This not only reduces recidivism but helps direct clients to resources which more appropriately resolve their base issues, separately from the criminal justice system.

The most recent addition to the 22nd JDC specialty courts is the Assistive Outpatient Treatment (AOT) Court, overseen by Judge Alan Zaunbrecher. This non-criminal court directs non-compliant clients into behavioral health care. These clients have had repeated hospitalizations because of untreated mental illness. The court provides case management, transportation and other services to help the clients recover successfully in a more structured environment. Before passing away in early 2020, Judge Garcia spent a great deal of time, research and travel to see this much-needed program evolve as part of the 22nd JDC specialty court roster. He would have been proud of the outcomes of this court thus far.

Thanks to the early initiatives of Judge Garcia, the breadth of the court system has grown to encompass the entire wellbeing of our community. Today, the judges of the 22nd JDC participate voluntarily in these specialty courts, in addition to their regular assignments, to assure the justice and other public needs of St. Tammany Parish are met.

Northshore Living

The northshore of Lake Pontchartrain has long been an oasis for those in the New Orleans region looking for the shade and fresh air of the whispering pines and the beautiful spring-fed lakes, creeks and rivers found in St. Tammany, Washington and Tangipahoa parishes. Natural Focus

This issue’s cover image is the photographic art of the northshore’s own John Snell.

Snell first picked up a camera in 2004. “I’ve always worked in a visual medium—for over 30 years. I’ve worked with a lot of talented photojournalists, and learned a lot.”

A part of the TV news business in New Orleans since 1983, Snell has reported on virtually every major news story in Southeast Louisiana since then. Currently a morning news anchor and investigative reporter for Fox 8, WVUE, he focuses on South Louisiana’s storm protection and natural features, such as barrier islands, marsh and cypress swamps. Snell has won two national honors: an Edward R. Murrow Award from the Radio-Television Digital New Directors Association and a distinguished Sigma Delta Chi Award from the Society of Professional Journalists.

In his spare time, Snell enjoys bicycling and photography. “Photography to me is not a job—it’s fun; it’s a hobby. I already have a job. Photography is an art form, but there’s also a science to the camera. You have to learn what all the settings are. It can be intimidating, and some folks give up and just set it to automatic.” He notes, “Probably the best advice I ever got was, ‘Take a month, put the camera in the manual mode and learn the relationship between apertures, shutter speed, film speed and depth of field—learn how the camera works.’ Boy, I ruined a lot of pictures!”

John lives just outside Mandeville near Lacombe. “People are drawn here because it’s a great place to raise a family, and it offers lots of recreational— and photo—opportunities. The Northlake Nature Center is right down Hwy. 190; I often shoot marsh >>

scenes there. The Big Branch Marsh Natural Wildlife Refuge has some great scenic spots. And I’ve taken maybe too many photographs of the Madisonville Lighthouse. I just get drawn to it. It’s not just a lighthouse—it’s a fabulous lighthouse, perhaps one of the great lighthouses in America. Another of Snell’s favorite locations is Fontainebleau State Park, the subject of this issue’s cover image.

“I think the northshore is a beautiful place. It’s photogenic. The whole New Orleans area is unique. The food, the music—we sometimes take it for granted how good we have it here. I believe that if you’re gonna really live this life, you may as well live in an interesting place.”
