AN INTRODUCTION TO MACOMB COUNTY<br />

The first white settlement in <strong>Macomb</strong> <strong>County</strong> was built<br />

in 1784 on the banks of the Clinton River, then known<br />

as the Huron River. A Missionary group known as the<br />

Moravians pitched their tents on the south bank of the<br />

river approximately three miles west of Mt. Clemens,<br />

in the summer of that year. Known as "New Gnadenhutten,"<br />

the mission had the distinction of being the first<br />

settlement in the State of<strong>Michigan</strong>. Four years later the<br />

Moravians were forced to leave the area by the Chippewa<br />

Indians.<br />

In 1796, a settlement was established again on the<br />

Clinton River by a man named Christian Clemens. This<br />

settlement, later named Mount Clemens, was located a<br />

few miles downstream from the one previously estab·<br />

lished by the Moravians. The area of <strong>Macomb</strong> <strong>County</strong><br />

was then part of Wayne <strong>County</strong> which included almost<br />

the entire State of<strong>Michigan</strong> and portions of Ohio, Indiana,<br />

Illinois and Wisconsin.<br />

In 1818, <strong>Macomb</strong> <strong>County</strong> (named after General Alexander<br />

<strong>Macomb</strong>) was formally organized as the third<br />

<strong>County</strong> in the State of<strong>Michigan</strong>, after Wayne and Monroe<br />

Counties. At that time, it covered a much larger area<br />

than it does today, extending north through much ofthe<br />

thumb area, east to Lake Huron, and west to the middle<br />

of the State. The southern boundary, Eight Mile<br />

Road, served as the baseline of the State. In 1819 and<br />

1820, larger portions ofthe <strong>County</strong> were removed to form<br />

the Counties ofOakland, Lapeer, Genesee, and St. Clair.<br />

Two years later, the current boundaries were reached<br />

when small portions ofland were added back to the <strong>County</strong>.<br />

Urbanization in <strong>Macomb</strong> <strong>County</strong> paralleled that of<br />

most ofthe other areas in the eastern United States during<br />

the nineteenth century. Mainly devoted to agriculture,<br />

the <strong>County</strong> contained a number of villages where<br />

population was concentrated. By 1920, two significant<br />

developments occurred that would shape the future of<br />

<strong>Macomb</strong>. The first was the establishment of Selfridge<br />

Field near Mount Clemens in 1917, which was to spur<br />

growth in that area. The other development, much more<br />

significant, was the beginning ofthe urbanization movement<br />

northward from the City of Detroit.<br />

<strong>Macomb</strong> <strong>County</strong> is located within the northern seg·<br />

ment ofone ofthe largest metropolitan areas in the nation.<br />

As such, it enjoys the benefits of the larger urban<br />

center, Detroit, while still possessing suburban and rural<br />

characteristics.<br />

The <strong>County</strong> Seat, Mount Clemens, is approximately<br />

twenty miles north ofthe City ofDetroit, 80 miles north<br />

ofToledo and 285 miles northeast of Chicago. Excellent<br />

highway routes to Canada and all parts of the United<br />

States accentuate <strong>Macomb</strong> <strong>County</strong>'s favorable location.<br />

The dynamics of the Detroit Metropolitan Area are<br />

reflected in the substantial residential, commercial and<br />

industrial development of the <strong>County</strong>.<br />

The locational advantages of the <strong>County</strong> are among<br />

its best assets. These include:<br />

• A good system ofinterstate, State and <strong>County</strong> high.<br />

ways, with more to be constructed;<br />

• Close proximity to important business and industrial<br />

centers in the State;<br />

• One of the largest multi-campus Community Colleges<br />

in the country;<br />

• Large recreation facilities located within the<br />

<strong>County</strong>;<br />

MACOMB COUNTY BOARD OF COMMISSIONERS .<br />

The <strong>Macomb</strong> <strong>County</strong> Board of Commissioners is the<br />

legislative, administrative and policy making body of<br />

<strong>Macomb</strong> <strong>County</strong> government. The board is composed of<br />

25 members, who are elected every two years from 25<br />

districts ofequal population. The <strong>Macomb</strong> <strong>County</strong> Board<br />

of Commissioners' functions on a committee basis. An<br />

indication of the scope and subject matter dealt with by<br />

the board is revealed in the titles ofthe various committees.<br />

There are nine major standing committees: Budget;<br />

Community Services; Finance; Health Services; Justice<br />

and Public Safety; Legislative and Administrative<br />

Services; Operational Services; Personnel; Planning and<br />

Economic Development. There are two special committees<br />

- The Senior Citizens Committee and the Rules<br />

Committee. Ad Hoc Committees may be appointed as<br />

needed, for specific purposes.<br />

SESSIONS OF THE BOARD OF COMMISSIONERS<br />

Organizational Session - The first meeting ofthe session,<br />

to be known as the Organizational Session of the<br />

Board ofCommissioners shall be held in January ofeach<br />

year, at which time the permanent Chairman, Vice­<br />

Chairman and Sergeant-at-Arms shall be elected.<br />

Annual Session - (The Annual Session of the Board<br />

ofCommissioners shall be held each year after September<br />

14 but before October 16.)<br />

An act to provide for the apportionment of county<br />

boards of commissioners; to prescribe the size of the<br />

board; to prescribe the manner of election of the members<br />

of the county board of commissioners.<br />

Sec.!. Within 60 days after the publication ofthe latest<br />

United States official documented census figures, the<br />

county apportionment commission in each county ofthis<br />

state shall apportion the county into not less than 5 nor<br />

more than 35 county commissioner districts as nearly<br />

ofequal population as is practicable and within the limitation<br />

of Section 2.<br />

Section 9. The electors of each district established in<br />

accordance with this act shall elect one county commissioner<br />

to the county board of commissioners. There shall<br />

be no representation on the county board of commissioners<br />

other than that set forth by the provision ofthis act.<br />

Section 10. The term of each commissioner shall be concurrent<br />

with that of state representatives as specified<br />

in article 4, Section 3 of the state constitution.<br />

Section 11. Candidates for the office of commissioner<br />

shall be residents and registered voters of the district<br />

which they seek to represent and shall remain so to hold<br />

their office, if elected. Nominations and elections for commissioners<br />

shall be by partisan elections. To obtain the<br />

printing of the name of any person as a candidate for<br />

nomination for the office of commissioner upon the offi­<br />

cial primary ballot, there shall be filed with the county'<br />

clerk of each county, a filing fee of $100 or nomination<br />

petitions signed by a number of qualified and registered<br />

electors residing with the district, equal to but not less<br />

than 1% nor more than 4% of the number of voters cast<br />

in the district by such party for the office of secretary<br />

of state at the last general election in which a secretary<br />

of state was elected. The deadline for filing nominating<br />

petitions or filing fees shall be the same as candidates<br />

for state representatives.<br />

jurisdiction of the <strong>County</strong> Clerk who is responsible to<br />

the <strong>Michigan</strong> Secretary of State for certified results of<br />

COUNTY OFFICERS<br />

The <strong>Michigan</strong> Constitution provides that the voters of<br />

each county must elect a Prosecuting Attorney, Sheriff,<br />

<strong>County</strong> Clerk, Register of Deeds, <strong>County</strong> Treasurer and<br />

Drain Commissioner or Public Works Commissioner<br />

every four years.<br />

CLERK AND REGISTER OF DEEDS<br />

<strong>Macomb</strong> <strong>County</strong> has combined the Clerk and Register<br />

of Deeds offices and Edna Miller holds that office.<br />

Over 1,110 different services are performed by the office<br />

of the <strong>County</strong> Clerk, most of them statutory.<br />

The <strong>County</strong> Clerk is clerk of the Circuit Court and<br />

clerk of the following hoards: Board of Commissioners,<br />

Board of Election Commissioners, Tax Allocation Board,<br />

Board of <strong>County</strong> Canvassers, <strong>County</strong> Plat Board, Civil<br />

Service Commission ­ <strong>Macomb</strong> <strong>County</strong> Sheriff Depart·<br />

ment, Election Scheduling Committee and Concealed<br />

Weapons Licensing Board.<br />

Other functions ofthe Clerk are primarily record keeping<br />

in nature. The Vital Records Section has records of<br />

county births and deaths from 1867, marriage licenses<br />

issued from 1819. Certificates of assumed names and copartnerships,<br />

records of discharges of military personnel<br />

and records of these persons authorized to practice certain<br />

professions are some ofthe various records the Clerk<br />

is required by law to keep. The Clerk issues marriage<br />

licenses, notary public commissions, concealed weapons<br />

permits and processes passport applications.<br />

All Circuit Court cases, both civil and criminal, are<br />

started in the Clerk's office and records of these cases,<br />

dating from 1848 are kept there.<br />

The Clerk's Election Department conducts state and<br />

elections.<br />

The Register ofDeeds records all deeds and mortgages<br />

which have to do with properties located within the<br />

boundaries of <strong>Macomb</strong> <strong>County</strong>. All subdivision plats<br />

within the county are also on record in the Register's<br />

office. Financing statements on automobiles and other<br />

personal property are filed, as are attachments, lis pendens,<br />

federal tax liens, <strong>Michigan</strong> tax liens, mechanics<br />

liens and Sheriff's deeds.<br />

PROSECUTING ATTORNEY<br />

The Prosecuting Attorney, Carl J. Marlinga, is the<br />

chief law enforcement officer in the <strong>County</strong>. The office<br />

is established by the <strong>Michigan</strong> Constitution and the<br />

duties and qualifications of the Prosecuting Attorney are<br />

set by statute.<br />

The Prosecuting Attorney is a sworn impartial arbiter,<br />

charged with the conduct of criminal prosecution of the<br />

violations of state criminal laws in the interest of the<br />

people. As a minister of justice, he is also charged with<br />

defending those injustly accused.<br />

He represents the <strong>County</strong> in all Courts of the <strong>County</strong><br />

and before the Supreme Court and Court of Appeals in<br />

criminal matters in which the state or county is interested.<br />

Several units provide specialized services in several<br />

key areas: Victim-Witness Unit, Consumer Protection<br />

Division, Anti-Drug Unit and Auto·Theft Division.<br />

In <strong>Macomb</strong> <strong>County</strong>, the Prosecuting Attorney's office<br />

is on the Sixth Floor of the Court Building. It is staffed<br />

with 46 attorneys - Prosecuting Attorney Marlinga and<br />

his 45 appointed Assistants. They service the District<br />

Courts, Municipal Courts, the three divisions ofProbate<br />

Court and eight Circuit Courts.<br />

PUBLIC WORKS COMMISSIONER There are a number of service programs funded by the ­<br />

The basic job of <strong>Macomb</strong> <strong>County</strong> Public Works Commissioner<br />

Thomas S. Welsh is to build more livable land.<br />

It's an assignment that thrusts his office into the forefront<br />

of a wide range ofpublic works activities ... management,<br />

sewage treatment, solid waste disposal, subdivision<br />

plat review, soil erosion control, parks and recreation,<br />

and construction of storm drains, water lines and<br />

sanitary sewers.<br />

His involvement in these programs is extensive and<br />

includes responsibility for initial planning, final design,<br />

sale of bonds, securing federaVstate grants, construction,<br />

inspection, maintenance, repair, administration and debt<br />

retirement.<br />

Facilities owned or operated by the office include fOUf<br />

sewage treatment works, 45 waste water pump stations,<br />

25 storm water retention basins/pump stations, 688 miles<br />

of storm drains, 181 miles of sanitary sewers and 45<br />

miles of water lines.<br />

The Public Works Commissioner is chairman of the<br />

Intra-<strong>County</strong> Drainage Boards, secretary/member of the<br />

Inter-<strong>County</strong> Drainage Boards, agent for the <strong>Macomb</strong><br />

Sanitary District and a statutory member of the Parks<br />

and Recreation Commission and Technical Review Committee<br />

of the <strong>County</strong> Solid Waste Planning Committee.<br />

COMMUNITY MENTAL HEALTH SERVICES<br />

The Community Mental Health Services Board is<br />

responsible for providing mental health, substance<br />

abuse, and developmental disabilities services in the<br />

county through both directly operated and contract agencies.<br />

The program is supported by state and county funds<br />

as well as individual fees and insurance reimburse·<br />

ment.<br />

MACOMB COUNTY COMMUNITY<br />

SERVICES AGENCY<br />

<strong>Macomb</strong> <strong>County</strong> Community Services Agency<br />

(MCCSA) is one of 32 Community Action Agencies in<br />

<strong>Michigan</strong> whose purpose is to promote economic and social<br />

opportunities through which the low-income, disabled<br />

and elderly can achieve greater independence, dig.<br />

nity and self sufficiency.<br />

The Agency consists of a number of human service programs,<br />

including: General Community Programming,<br />

three Community Action Centers, Weatherization, Targeted<br />

Fuel Assistance (TFA), Head Start, Day Care, Commodity<br />

Food Distribution, Food Stamp Distribution,<br />

Transportation, Senior Citizens Chore Service, Emergency<br />

Food, Senior Citizen Nutrition, Meals·Qn-Wheels, and<br />

most recently Career & Community Corners (a commu·<br />

nity development project).<br />

Programs are initiated and overseen by the <strong>Macomb</strong><br />

<strong>County</strong> Committee on Community Economic Opportunity<br />

and the <strong>Macomb</strong> <strong>County</strong> Board of Commissioners.<br />

MCCSA is operated using <strong>County</strong> funds in conjunction"<br />

with the Department ofHealth and Human Services, the<br />

Department ofEnergy, the Department ofLaborlBureau<br />

of Community Services, the Office of Services to the<br />

Aging, the U.S. Department of Agriculture, and the Area<br />

Agency on Aging, Region I-B.<br />

CONCEALED WEAPONS LICENSING BOARD<br />

<strong>Michigan</strong> law states that the Prosecuting Attorney, the<br />

Sheriffand the Commissioner ofthe <strong>Michigan</strong> State Police,<br />

or their respective authorized deputies, shall constitute<br />

boards exclusively authorized to issue licenses for<br />

carrying concealed weapons to applicants residing within<br />

the county. The <strong>County</strong> Clerk is the clerk of the board<br />

and issues such licenses as approved by a majority of the<br />

board.<br />

COOPERATIVE EXTENSION SERVICE<br />

The Cooperative Extension Service is one component<br />

of <strong>Michigan</strong> State University's Education Program established<br />

in 1914 under the authority of Federal Smith<br />

Lever Act (38th Statute, Law 372) and <strong>Michigan</strong> Public<br />

Act 65, Laws of 1915, and subsequent amendments.<br />

Funds are provided to " ... aid in diffusing among the<br />

people of the United States useful and practical information<br />

on subjects related to Agriculture and Home Economics<br />

and to encourage the application ofthe same ..."<br />

Cooperative Extension Service is jointly financed by U.S.<br />

Department of Agriculture, <strong>Michigan</strong> State University<br />

and <strong>Macomb</strong> <strong>County</strong> Board of Commissioners.<br />

SHERIFF<br />

Sheriff William H. Hackel's jurisdiction encompasses<br />

the entire <strong>County</strong>. As a law enforcement agent, it is his<br />

sworn duty to enforce all laws and to protect the lives,<br />

property and welfare of the people.<br />

So that he may fulfill these obligations, he maintains<br />

a Sheriff's Patrol, a Marine Patrol, SCUBA divers, polygraph<br />

facilities, identification bureau and many other<br />

services.<br />

In addition, it is his responsibility to confine and secure<br />

all prisoners in the <strong>County</strong> jail, providing them with<br />

proper food and health facilities.<br />

Not only does the Sheriff have criminal jurisdiction,<br />

his responsibility also deals in civil process.<br />

The Sheriff is one of three members of the Concealed<br />

Weapons Licensing Board.<br />

TREASURER<br />

The Office ofthe <strong>County</strong> Treasurer exists by virtue of<br />

<strong>Michigan</strong> law, the functions of which are dictated by<br />

state statutes, along with guidelines ofthe Bureau ofLocal<br />

Government Services Audit Division, as agent for<br />

State Treasury Department. As <strong>County</strong> Treasurer, Adam<br />

E. Nowakowski, is custodian of all monies and securities<br />

of <strong>Macomb</strong> <strong>County</strong>. By virtue of his office, he is<br />

Treasurer ofthe <strong>County</strong> Employees' Retirement System<br />

and a voting member of the <strong>County</strong> Election Commission<br />

and <strong>County</strong> Plat and Tax Allocation Board.<br />

Some of the duties and functions of your <strong>County</strong> Treasurer<br />

include, but are not limited to, the following:<br />

1. Agent for the State to conduct the annual May Tax<br />

Sale.<br />

2. Administrator of the ,<strong>Michigan</strong> State Inheritance<br />

Taxes.<br />

3. Administrator of dog licenses in unincorporated<br />

units of government in <strong>Macomb</strong> <strong>County</strong>.<br />

4. Administrator of deed and plat certifications within<br />

<strong>Macomb</strong> <strong>County</strong>.<br />

5. Administrative agent for the Delinquent Tax<br />

Revolving Fund.<br />

One ofthe Treasurer's primary and mandated duties,<br />

per State Statute, is to settle with all local units of<br />

government within <strong>Macomb</strong> <strong>County</strong> for delinquent real<br />

tax collections. Hence, your <strong>County</strong> Treasurer becomes<br />

responsibile for the collection of all delinquent real<br />

property taxes. As the administrative agent for the<br />

Delinquent Tax Revolving Fund, the <strong>County</strong> Treasurer<br />

EMERGENCY MEDICAL SERVICES SYSTEM (EMS)<br />

The EMS System functions under the authority ofthe<br />

Public Health Code.<br />

The <strong>Macomb</strong> <strong>County</strong> Medical Control AuthoritylBoard<br />

(known as the EMS Executive Council) is appointed jointly<br />

by the cooperating hospital administrators and the<br />

Chairperson of the Board ofCommissioners with confirmation<br />

by the board. This Executive Council is mandated<br />

by the Code to assure that all advanced mobile emergency<br />

care systems (ALB) and basic mobile emergency<br />

care services (BLS), both public and private, conform<br />

with the rules and regulations promulgated by the <strong>Michigan</strong><br />

Department ofPublic Health and the Medical Con·<br />

trol Authority/Board.<br />

The Council is also responsible for establishing minimum<br />

procedural standards in the areas ofpatient treatment<br />

protocols, patient care quality review, training and<br />

continuing education for EMS technicians, telecommunications<br />

and security and control and exchange<br />

of pharmaceuticals used by ALS units.<br />

This non-paid Executive Council, consists ofrepresentatives<br />

from five cooperating hospitals, physicians,<br />

nurses, paramedics, ambulance operations, consumers,<br />

Fire and Police Chiefs Association, <strong>Macomb</strong> Community<br />

College, <strong>County</strong> Radio and Health Departments. The<br />

EMS program in <strong>Macomb</strong> <strong>County</strong> is administered by the<br />

EMS Program Manager through the <strong>Macomb</strong> <strong>County</strong><br />

Health Department.<br />

EMERGENCY SERVICES<br />

Emergency Services is responsible for the planning,<br />

administration, coordination and operation of resources<br />

and manpower of all <strong>County</strong> agencies and departments<br />

having a disaster operations capability during declared<br />

emergencies. Emergency Services Coordinator acts as<br />

staff aide to the Chairman of the Board of Commissioners<br />

in time of any nuclear accident, enemy attack, natural<br />

disaster or technological disasters, Public warning,<br />

communications, training and development in im··<br />

plementation ofsurvival planning are additional responsibilities.<br />

EMPLOYEES' RETIREMENT BOARD<br />

The board was created under the permissive legislation<br />

to administer the employees' pension fund.<br />

FACILITIES AND OPERATIONS<br />

The department of Facilities and Operations is structured<br />

to provide professional engineering and maintenance<br />

service in planning, construction, maintenance,<br />

and operations of all <strong>County</strong>-owned buildings and<br />

grounds.<br />

The department has four divisions: Facilities Engineering<br />

Division, Operations and Mechanical Maintenance<br />

Division, Building Maintenance, and Security Division.<br />

The entire operation is coordinated through an administrative<br />

section.<br />

The Facilities Engineering Division directs and coordinates<br />

the professional engineering services such as consultation,<br />

investigation, and planning for the construction,<br />

alteration and maintenance of all county-owned facilities.<br />

The Operations and Mechanical Maintenance Division<br />

is responsible for the proper operation and maintenance<br />

ofthe mechanical and equipment in all county facilities.<br />

The Building Maintenance Division provides the per·<br />

sonnel, material and equipment to plan and direct the<br />

technical services of maintenance, custodial service,<br />

building management and county skilled trade forces for<br />

the existing county-owned facilities.<br />

The purpose of the <strong>Macomb</strong> <strong>County</strong> Security Division<br />

is to safeguard the buildings owned and operated by<br />

<strong>Macomb</strong> <strong>County</strong> from theft, vandalism, and malicious<br />

destruction of property. An additional function of this<br />

Security Division is to assist both <strong>County</strong>, employees<br />

and/or the general public in providing information and<br />

other types of requested assistance.<br />

FINANCE DIRECTOR<br />

The Finance Director is appointed by the Board ofCom·<br />

missioners and has certain statutory duties prescribed<br />

by law including the maintenance ofthe necessary books<br />

and ledgers to control the expenditures of all <strong>County</strong><br />

departments, and the preparation and presentation of<br />

the annual budget and the general appropriations resolution.<br />

The Finance Director supervises the <strong>County</strong><br />

Budget and the expenditures thereunder for the Board<br />

of Commissioners to assure that a balanced budget is<br />

maintained.<br />

The Finance Director is Secretary of the Employees<br />

Retirement Commission and performs other duties as<br />

prescribed by the Board of Commissioners.<br />

Under authority of the Board of Commissioners, the<br />

Finance Director has the administrative responsibility<br />

FRIEND OF THE COURT<br />

The Friend ofthe Court is an arm ofthe Circuit Court<br />

for the Sixteenth Judicial Circuit and is responsible for<br />

the enforcement of all Circuit Court orders and judgments<br />

entered in domestic cases involving minor children.<br />

The office is responsible for the enforcement and<br />

collection of all child support and alimony provisions and<br />

the enforcement of all visitation rights of the noncustodial<br />

parents involved in such cases. The Friend of<br />

the Court is also responsible for investigating and recommending<br />

to the <strong>Macomb</strong> <strong>County</strong> Circuit Court on all<br />

questions regarding support, alimony, custody, visitation,<br />

change of domicile and other miscellaneous matters<br />

regarding minor children under the jurisdiction of<br />

said Court. Said office is responsible for the enforcement<br />

of all paternity, family support actions and uniform<br />

reciprocal actions and the processing and receiving of all<br />

interstate income withholding orders and foreign judgments<br />

within the jurisdiction ofthe <strong>Macomb</strong> <strong>County</strong> Circuit<br />

Court.<br />

HEALTH DEPARTMENT<br />

The <strong>Macomb</strong> <strong>County</strong> Health Department provides a<br />

wide range ofhealth senrices to maintain, improve, and<br />

protect the health of the citizens. Programs are implemented<br />

through four major divisions. Environmental<br />

Health carries out programs in the areas offood protection,<br />

community health and safetyI waste, shelter and<br />

water quality management. Services include restaurant<br />

inspection, inspection of swimming pools and beaches,<br />

design and inspection ofonsite sewage systems, management<br />

and risk assessment of hazardous waste, water<br />

sampling services, and general environmental management.<br />

Maternal and Child Health Programs are the responsibility<br />

of Community Health Nursing Programs such<br />

as Child Health, Vision and Hearing, and Scoliosis<br />

Screening assess children to determine if problems exist<br />

and assure referrals to appropriate care. Public<br />

Health Nurses provide consultation to schools and make<br />

home visits to mothers of newborns and children with<br />

health problems. The prenatal care enrollment and<br />

paraprofessional outreach programs are efforts to assure<br />

women receive necessary prenatal care. The W.I.C. program<br />

provides supplementary food to eligible pregnant<br />

women, infants and children.<br />

Programs of the Family Health Clinics Division include<br />

communicable disease surveillance and control,<br />

clinics to provide immunizations and influenza vaccines<br />

and treatment for tuberculosis and sexually transmitted<br />

diseases. AIDS testing and counseling is also carried<br />

out. Health assessment ofseniors and public health nursing<br />

services to nutrition sites are part of the Family<br />

Health Clinics Division program.<br />

The programs ofthe Health PromotionJRisk Reduction<br />

Division are directed to all age groups but with specific<br />

emphasis on the adolescent and mid-age population.<br />

Adolescent health centers are located in New Haven<br />

and in Warren. Other programs include hypertension<br />

screening, worksite wellness, family planning, car seat<br />

mation system maintained by MACMIS and to regulate<br />

the collection, maintenance, use and dissemination of information<br />

in accordance with Federal, state and local<br />

legislation.<br />

The MACMIS system is an integrated, comprehensive<br />

criminal justice system for courts - prosecutors - corrections<br />

components and is designed to provide a comprehensive<br />

method for timely data capture, access and retrieval<br />

of infonnation. The Policy Committee reviews applications<br />

for tenninal requests, provides security checks<br />

for all personnel assigned to have access to the computer·<br />

ized information, processes complaints against personnel<br />

for security violations, provides users training, dissemination<br />

of authorized material and acts as liaison for<br />

courts, law enforcement, and corrections components of<br />

the local criminal justice system.<br />

MACOMB/ST. CLAIR PRIVATE<br />

INDUSTRY COUNCIL, INCORPORATED<br />

<strong>Macomb</strong> <strong>County</strong> receives federal funds under the Job<br />

Training Partnership Act (.ITPA) to operate an employment<br />

and training program which leads to unsubsidized<br />

employment for unskilled adults and youth.<br />

To qualified residents of <strong>Macomb</strong> or St. Clair Shores<br />

all services are free. A variety ofactivities include Classroom<br />

and On-the-Job Training, as well as special programs<br />

for in-school youth and a Bummer jobs program<br />

for young people 14 to 21 years of age. The <strong>Macomb</strong>/St.<br />

Clair Private Industry Council also administers special<br />

retraining programs targeted at dislocated workers and<br />

individuals who are 55 years ofage or older and interested<br />

in job placement.<br />

In addition to assisting unemployed residents of<br />

<strong>Macomb</strong> and St. Clair Counties to enter the workforce,<br />

the Private Industry Council provides incentives to business<br />

to hire JTPA participants by providing wage reimbursement<br />

of up to 50% during the training period.<br />

MACOMB INTERMEDIATE<br />

BOARD OF EDUCATION<br />

The Board of Education provides a variety of services<br />

for local school districts, inc!uding business and instructional<br />

computer support, instructional and noninstructional<br />

consulting, instructional media support,<br />

and consulting/clinical services for handicapped children<br />

and their parents.<br />

In addition, the Board operates six schools serving the<br />

more severaly mentally and emotionally impaired; provides<br />

instructional and support services for autistic impaired;<br />

early intervention services for handicapped children<br />

from birth to age three; transportation for all students<br />

attending its schools; and auxillary support services<br />

for handicapped students enrolled in local school<br />

districts. In another area, the District assists the State<br />

Department of Education in auditing roles and in teacher<br />

certification recording and reporting. The District serves<br />

as a middle agency in the three tier school system (State<br />

- Intermediate - Local) servicing both State and local<br />

schools.<br />

MANAGEMENT INFORMATION SYSTEMS<br />

This department is maintained by the Board of Commissioners<br />

to assist all county departments and agencies<br />

in analyzing and implementing improvements in office<br />

procedures, and where feasible, to design and implement<br />

computer data processing systems for more efficient<br />

and economical operation.<br />

Management Information Systems is composed of3 sections:<br />

Computer data processing operations, systems, and<br />

data entry.<br />

Data processing operations maintains a computer and<br />

the peripherals necessary to provide fast and efficient<br />

record keeping and report preparation.<br />

Systems is charged with the responsibility of surveying,<br />

proposing, and implementing improvements in office<br />

procedures, and where feasible, to automate manual<br />

procedures.<br />

The data entry section is responsible for all information<br />

required as input to the computer, and is also responsible<br />

for the entry data via computer terminals, and the<br />

training of terminal operators.<br />

PARKS AND RECREATION COMMISSION<br />

The ten member Commission was established in 1966<br />

by the Board of Commissioners for the study, acquisition<br />

and development of needed parks and open space.<br />

Functioning under the Board of Commissioners, the<br />

Commission developed the William Tuckar <strong>County</strong> Park<br />

near the Clinton River Spillway and the <strong>Macomb</strong> <strong>County</strong><br />

Park at 15000 Metropolitan Parkway near Schoenherr<br />

Road. The Freedom Hill <strong>County</strong> Park, is the scene<br />

of many events including festivals, shows and musical<br />

events. Located in the park is the multi-purpose recreational<br />

Independence Building. The William Tuckar<br />

<strong>County</strong> Park hosts picnicking and fishing.<br />

PLANNING COMMISSION<br />

The Department of Planning and Economic Development<br />

includes the <strong>Macomb</strong> <strong>County</strong> Planning Commission,<br />

created under the <strong>County</strong> Planning Act, P .A. 282,<br />

of 1945, as amended. Established in 1956, the eleven<br />

member Planning Commission is responsible for examining<br />

the existing needs of the <strong>County</strong>, projecting future<br />

growth for the next 20 to 30 years, and suggesting a<br />

means by which this growth can be guided. The Department<br />

of Planning and Economic Development provides<br />

staff support for the Planning Commission.<br />

Primary activities ofthe Department ofPlanning and<br />

Economic Development include research, program development<br />

and undertaking special projects for the Board<br />

of Commissioners as well as providing planning, graphic<br />

arts and audio-visual assistance to other <strong>County</strong><br />

departments. The Planning Staffconducts a wide range<br />

of major program activities under the direct auspices of<br />

the Board of Commissioners. Major projects which are<br />

being given high priority are an aviation feasibility<br />

study, a transit private sector initiative feasibility study,<br />

regional infrastructure development policies and the<br />

monitoring of major thoroughfare and public transit programs.<br />

In addition, the Department prepares detailed maps<br />

of the <strong>County</strong> and individual municipalities, including<br />

school districts and road systems. It is the central coordinating<br />

office for U.S. Census activities and also prepares<br />

statistical reports on population, economic, land<br />

use and other planning related activities.<br />

Community Development activities include administration<br />

of the Community Development Block Grant Program<br />

which is designed to address the needs oflow and<br />

moderate income persons. Participating municipalities<br />

are eligible for community improvement and single family<br />

housing rehabilitation projects.<br />

Economic Development activities include promotion of<br />

business and industrial expansion activity in the <strong>County</strong><br />

through the <strong>Macomb</strong> <strong>County</strong> Community Growth Alliance,<br />

the Business Assistance Network, and the Area<br />

Development Office. Primary responsibilities include efforts<br />

to retain existing businesses and attract new businesses,<br />

assistance for initiation or expansion or businesses,<br />

and assistance in financial and site location.<br />

PLAT BOARD<br />

A plat is a plan or description for subdividing land.<br />

State law requires that a <strong>County</strong> Plat Board be created<br />

to examine and pass upon all proposed plats as to suitability,<br />

comforrnity to general plan, possible conflicts<br />

with other plats and conformance with street and alley<br />

layouts ofadjacent plats. This board consists ofthe Chairman<br />

of the Board of Commissioners, the <strong>County</strong> Clerk<br />

and Register of Deeds and the <strong>County</strong> Treasurer.<br />

Dominating the emblem of <strong>Macomb</strong> <strong>County</strong> is the<br />

<strong>County</strong> outline flanked by a sailboat and three gears<br />

which represent recreation and industry, two of the<br />

county's greatest assets. The banner traversing the symbol,<br />

representing progress. The date, 1818, is the year<br />

<strong>Macomb</strong> <strong>County</strong> was established. Circumscribing the<br />

emblem are the words <strong>Macomb</strong> <strong>County</strong> and <strong>Michigan</strong>,<br />

separated by five-pointed stars - symbols of quality.<br />
